Candidate Biography

Frances Carnot

The Teacher, Advocate and Leader, her professional and personal experiences have given her the capacity to handle the challenges of providing superior support to her community. Frances has served in the positions of an elementary/secondary teacher, social worker, mentor and College instructor.
 
Her professional training and empathic understanding of the issues the disadvantage community confront have assisted her in the development of numerous programs and strategies to address the problems facing the City of San Antonio and Bexar County, Texas. This problems prompted her to develop and create the "STOP TOMORROW OFFENDER PREVENETION PROGRAM (STOPP), a psycho-educational expressive therapy program to address the immediate needs of at-risk youth which included; truancy, substance abuse, life skills, low self esteem, peer pressure, homeless situation, and parenting skills/classes.   Frances gave the STOPP Program, to the City of San Antonio Department of Community Initiatives (Social Services) to incorporate with their department's Youth Services.
 
One of Frances' achievements as a community volunteer was the development of curriculum and strategy to implement, "The Vocational English as Second Language (VESL) curriculum for the City of San Antonio and Alamo Community College District. This strategy currently serves as a career Partnership/Pathway model that allows Community Based Organizations, local workforce agencies, social services, and employers to work together to build an effective workforce development system that enables disadvantaged individuals to achieve economic self-sufficiency. 
 
The purpose of the pathway was to extend the reach and scope of a community College to include individuals who are traditionally isolated from post-secondary education, such as youth transitioning out of Foster care.  Her background and career experience have given her the capacity to handle the challenges of providing superior support to her community.
 
Frances' determination and persistence for personal and professional growth, created an opportunity for the participation and affiliations with the following organizations and the appointment as a  "TEXAS ADVISORY COUNCIL MEMBER FOR THE UNITRED STATES COMMISSION ON CIVIL RIGHTS".
